We will deepen the construction of resource comprehensive utilization bases in Chengde, Shuozhou, Guiyang and other areas, select areas with foundation, potential, industrial agglomeration and demonstration effects, reasonably layout, highlight characteristics, strengthen institutional mechanisms and innovative operation and management models, and create a complete industrial solid waste comprehensive utilization industry chain. Accelerate the efficient utilization of renewable resources and the standardized development of industries. Accelerate the promotion and application of advanced and applicable recycling technologies and equipment around major renewable resources such as scrap steel, scrap non-ferrous metals, waste paper, waste rubber, waste plastics, waste oil, waste electrical and electronic products, scrapped cars, waste textiles, waste power batteries, and construction waste. Construct a number of industrial clusters for renewable resources, promote cross regional collaborative utilization of renewable resources, and build a regional recycling and utilization system for renewable resources. Strengthen the research and promotion of remanufacturing technology, develop and apply key common technologies such as remanufacturing surface engineering, fatigue testing and remaining life assessment, additive manufacturing, etc., develop automated and efficient disassembly, green cleaning of components, service life assessment of remanufactured products, personalized design based on monitoring and diagnosis, and key technologies for in-service remanufacturing.
